This technique can give an image a Sketch effect.
Open the image in the Gimp .
First we need to duplicate the original layer:
Layer >> Duplicate Layer

With the duplicate layer selected we need to remove all the colour:
Colours>> Desaturate...

Choose Average

After desaturating the layer we need to make a duplicate of it:
Layer >> Duplicate Layer

With the new duplicate layer selected invert the light and dark areas:
Colours>> Invert.

Change the layer mode to Dodge.

The image may now appear overly white, so we need add a gausian blur.
Filters>> Blur>> Gausian Blur.

How much to blur will depend on the image, start with 5 and work from there.
Hiding the 2nd layer will produce a coloured sketch effect.
Your image/sketch may not come out perfectly so play around with the settings to create the desired effect.
