Does the modem dial?
Yes :
Re-install Dial up Networking.
Still not working?
Drop the modem speed to 19200, remove error control add AT&F1 to extra settings remove sofware compression from dialler.
No :
Check modem is selected in the dialer, if it is then the problem is likely with the modem, check all physical connections.
